But the government is mired not only in bureaucracy but also in the past century.

It could be funny to laugh at the Japanese. But in reality, things are not as they seem at first glance. The Japanese government respects and values its citizens so much that it allows the use of any data carriers in government institutions.
Note that in Europe, Asia, or America, there are rules and regulations. First, flexible magnetic disks were replaced by optical CD disks. Then they switched to Flash drives. And now, many people work only with cloud services and email.
Japan did not “bend” its citizens. And made the submission of documents for various government procedures as convenient as possible. And this is a plus. Especially for older people who are more familiar with Floppy Disks than with more advanced data carriers. Many countries have something to learn from the Japanese.
However, the costs for magnetic disks for users are many times higher than for other citizens. But in any computer store in Japan, FD disks are easy to buy. Moreover, disks of different brands are available. And the problem with old data carriers can be easily solved by children (youth). Because children are more advanced in IT. And they could help parents, as well as acquaintances, to master more reliable disks or virtual space.
